Senate Republicans added language that would create an Independent Fiscal Office to HB 2497, a pension reform bill, in the Senate Appropriations Committee Wednesday evening. The bill was then approved by the Senate on Thursday.
The creation of this office has been a top Senate GOP priority for nearly two years, but the House has not shown full support on the measure.
A spokeswoman for House Appropriations Committee Chairman Dwight Evans, D-Philadelphia, said that by amending HB 2497 with this language the bill is “unconstitutional and therefore it is doomed in the House.” Some Senate Democrats agree. This amendment may hold up passing the pension portion of the bill if a court finds it unconstitutional.
